Doesn't really make sense for it to be legendary because there's literally no reason to play this as a permanent. It has no abilities that function from the battlefield.

Because there weren't enough says to get Cabal Coffers + Urborg, Tomb of Yawgmoth already. I love land toolboxes, and this only makes sense in black, but it seems like this was designed specifically for that combo

Well, there is a point for it to be legendary: if you play a second copy, one of them goes to the graveyard and lets you Dredge as early as turn 3 (not sure why you would play it over a land that actually produces mana that early, but who knows). Definitely not the most efficient way to do it but I guess it would be good for... Landfall? "Sacrifice a land" effects? So there's not necessarily no reason, but there's not a very strong reason. Something to consider at least.

I'd say the only reason this is balanced being able to tutor each turn for a nonbasic land is because it doesn't do anything otherwise. If you had to make it make mana, I'd say have it etb tapped and only tap to produce .

So it's a better Tolaria West in black? I think that you can afford to make it tap for mana, but it should definitely enter tapped and not be fetchable.

Well, there are plenty of 0 cost cards. Living End, Restore Balance, ect. of the Time Spiral block, lands, and other 0 cost cards like Memnite, Engineered Explosives, ect. I here what you're saying though and I'll have it updated.
