Flavour Text: The orzhov try to tax us for our creations, so we created our own finances.

INteresting idea, it may be better if it was worded:
Choose one:
- As an additional cost to cast ~, discard a sorcery card: Instant spells you cast this turn lose all additional costs
-AS an additional cost to cast ~ dicard an instant card: Sorcery spells you cast this turn lose all additional costs.

flavor wise it seems awesome, but what kind of cards would this help?

I suppose it would be decent with Wild Guess and Tormenting Voice, im just not sure if that is enough to make this card playable.
I do still like it a lot as far as flavor goes.

no it isn't. it is part of the effect. the only things that are an additional cost actually say "as an additional cost" like in Wild Guess

Altar's Reap would be helped with this as would many black spells, downside that may not occur to people is that it shuts off buyback and kicker

yeah. but think about it like this: if you play this card, and discard a card to cast an altar's reap, you just spent 3 cards to draw 2. that isn't really worth it in my opinion. I think there is a way to make it better, im just not sure what that is, yet

I think if wizards printed it someone would break it, I'm sure there's a card that is innately broken if not for the additional cost

Not sure how to word it, but since it's Izzet, shouldn't it also apply to overload and/or replicate costs?

Thinking of a full cycle of these looking for ideas, kinda like the charms but with only 2 options for orzhov was thinking along the lines of choose one if opponent loses life for each spell until end of turn or you gain life for each spell
