Legendary Creature - Eye Angel
Flying, Tribute 3 (As this creature enters the battlefield, an opponent of your choice may place six +1/+1 counters on it.)
When Kyksr, Matchless Vision enters the battlefield, if Tribute wasnt paid, put three +1/+1 counters on it, and it gains "Cannot be blocked while defending player controls an Eye" and 2: Target permanent becomes an Eye in addition to its other types.

Why is this not a 3/4 with Tribute 3? The two modes are
- 3/4 with Eyewalk and the ability
- 6/7 without Eyewalk

I'm aware of the modes. Why does it need to be a 3/4 with Tribute 3?

It is a little safer for it to be a 3/4 with Tribute 3. The reasoning is with 4 toughness it can't be hit by any red spells that deal only three damage such as Lightning Bolt, Lightning Strike and is also same from -3/-3 from spells like Bile Blight. Also as a 0/1 while the Tribute trigger is on the stack the creature will always be killable by the smallest of red burn spells such as Shock/Wild Slash.
With all of that said it doesn't "need" to be a 3/4 with Tribute 3, making it the way it is now seems much more interesting to me.

Also in the current iteration of the rules you can only have landwalk abilities.
702.14. Landwalk
702.14a Landwalk is a generic term that appears within an objects rules text as [type]walk, where [type] is usually a subtype, but can be the card type land, any land type, any supertype, orany combination thereof.
702.14b Landwalk is an evasion ability.
702.14c - A creature with landwalk cant be blocked as long as the defending player controls at least one land with the specified subtype (as in islandwalk), with the specified supertype (as in legendary landwalk), without the specified supertype (as in nonbasic landwalk), or with both the specified supertype and the specified subtype (as in snow swampwalk).
So Eyewalk doesn't quite work. You might just want to spell out "can't be blocked as long as defending player controls an Eye"

I think you are looking at this from the wrong point of view. The question is not whether this "needs to be a 3/4". 3/4 should be your starting point.
A 3/4 is "simpler" and easier to grok than a 0/1 with three +1/+1 counters. Unless this design is supposed to go in a set with heavy +1/+1 counters synergy - which I have seen no indication of - it is in general bad design practice to increase the complexity of a card just for the sake of "it looks cooler".
Which brings me back to my previous question. Why does this need to be a 0/1 that gets counters? Because, if it doesn't, it should be a 3/4.

In any case, I agree that a 3/4 would be better unless you gave it a sort of Split Second ability, but that would only add complexity.

Mark Rosewater, Magic head designer. I do not really follow him on Tumblr but I do listen to his podcast, yes.
I mean, MaRo has been in charge of Magic design for ten years and Magic is clearly the best game of all time - if he says simplicity is a good design principle, I am inclined to abide by that :)
By the way, kanokarob if you like dabbling in Magic cards design, I really suggest you check his podcast, "Drive to Work". On top of being genuinely entertaining, it also has a TON of very interesting information about designing games in general and Magic in particular.

Kyksr's art reminds me of Pokemon. Anyways it's a very creative way to get a creature that either swings 3 unblockable+flying or 6 flying.
I like it because it's a mono card and they need something this big/ridiculous to stand a chance out side of Holy Day type decks.
I also like that opponents may choose for it to become a 3/4 unblockable with the intention of casting a Dismember or Rending Volley when they draw it later, but by then you've drawn Gods Willing and are about to go Biblical on their behinds!
