Legendary Tibalt (commander)

I was a bit bored and decided I really wanted to make a custom grixis commander. After thinking for a while I wondered why not Tibalt, he feels like he would fit in well with grixis and with those colors you could build around him pretty well.
So I made Tibalt, Archfiend I plan to play test him if my play group will let me so I can see what might need to be buffed or nerfed to make him a fun, fair and competitive commander. Any thoughts or opinions that are offered would be appreciated.

Legendary Creature - Devil Wizard
: Tibalt, Archfiend deals 3 damage to each opponent. Any opponent may discard a card at random to avoid this effect.
: Each player draws two cards and discards a card at random.

Damn son... This guy feel more like a planeswalker to be honest though, with the three abilities... Anyways.
The first ability is very strong. A repeatable bolt is always good, and now it hits everyone on the table. Except if they discard at random. Which they probably won't do. The second ability is fair and fun. Nothing much to say there. The third ability though... That feels like a repeatable, alternate Cruel Ultimatum that hits everybody. Except you. I would maybe make it 3
symbols instead of two.
