Land counts as a spell?
As far as I know your statement would be true if if it said "permanent"

Seems fair to me. A tad bit less playable than Counterbalance though.
Also lands are not spells

lemmingllama I was thinking of how other colours would have a card like Counterbalance also I think this would fit a different archetype to miracles style lists

The term "spells" applies only to cards that are on the stack. Playing a land does not use the stack and thus, can't be a spell. However, if you had a land revealed this would make spells like Ornithopter and Black Lotus cost . That IS a consideration.
The card seems ok, if a little weak. It seems pretty hard to set up in the correct way in any format but legacy and commander. Otherwise I like it.

It could be strengthened by making it "Spells your opponent's control". This gives you incentive to have your deck run a lot of the typical taxing spells that cost 1-3, rather than trying to vary your deck's costs.

It could also be strengthened by "you may have its controller pay more"

i think this might work for power level and templating

The argument it can hit the controller in a death and taxes build especially shouldn't be a problem coz of AEther Vial

Love it! Maybe a bit tad underpowered knowing that your opponent will know what's in your hand, but nice idea.

Probably should change 'spells' to 'non-land spells'.
