Type: EnchantmentCost: GGU1Effect: GU1, sacrifice 2 untapped lands: search your library for a land put it onto the battlefield add 1 of each mana it can produce to your mana pool (example, Mana Confluence would add GBUWR1) lands you control don't untap during your next untap step, effects cannot untap your lands.

all lands can produce colourless mana via the technicality of it being colourless if it's not producing coloured mana

No. Mana Confluence does not make colorless mana. Darksteel Citadel makes colorless mana. The mana from Mana Confluence can be used to pay for colorless costs, but it does not itself produce colorless mana.

This is a wierd sort of ritual slow ramp as the lands don't untap the following turn. I think it's safe enough to reduce both the casting cost and activated ability by , and probably get rid of the "untap" clause. However you wouldn't get past 6 mana if you kept using it.

You can abuse it alongside dorks and rituals though

How is this card blue? Maybe flavor-wise, it could be a "change the land" effect, but in essence, this is green/red (temporary mana) or maybe mono green (mana production and land search).
