Creatures you control can't attack.
Whenever an opponent would lose life, you may pay any amount of life. If you do, the amount of life they would lose is reduced by the amount you paid and you get an experience counter for each 3 life paid in this way.
At the beginning of your upkeep, you gain life equal to the number of experience counters you have. Then, if you have 100 or more life, you win the game.

I do like that it's doing something really unique. "pay any amount of life" in particular stands out because that can be such a combo starter. It could do things similar to a Selenia, Dark Angel deck.
Mira+Tainted Sigil+Sanguine Bond would create an extremely cutthroat board state where, because of Mira, you can't attack but the second any of your opponents are dealt damage they are dead. Somebody gets pinged for 1, activate Mira for 39 life, sigil to bring it back, and bond to destroy.
I don't know, just brainstorming a bit. It looks fun, and we can always use more legendary angels, right?

This is a pretty cool and creative design. I have a suggestions, still.
I think this could cost a little less. Maybe make it at max, I can even imagine . Leaving the usual "white is bad at ramp" aside, if you want her XP counters to matter, she has to hit the table pretty early, and then you still need your opponents to attack each other as you can't do it yourself. This is a fine restriction, but to much for a 7-drop.
Btw, I'd love to see how the artwork would turn out.
