Ooh, or you could make it a tax effect along the lines of Rhystic Study so that they have to pay more to draw cards or you start drawing cards, too.

For Spear it should be exile the aura when you cast the spear so that it could have a slightly bigger drawback, otherwise I'd make it cost 5 white.

ItchiUchiha117 is spot on with "Decree of Isperia". When I look at it my first thought is "Why does white have better card draw enchantment then Rhystic Study?" Putting it lke Itchi says seems more in line with that color. You can even remove the hugginess of it. The point is you need to be paying at least on the trigger to get that card. Even then it's strong. personally I think the cost of activation should be . This is something i'd still be willing to play in Ghave or Karador.
Also I hate Arfow, Desert Ainok with a passion, but not because I think it's a bad card or OP! Mono already has Linvala, Keeper of Silence, Hushwing Gryff, Aven Mindcensor and more. Giving them a cheaper and better Vigor seems like a bad idea. With that said if I simply bought a Damnation this wouldn't be a problem. So really you've managed to create a card that is very powerful, would be in high demand, and fits right into the budgets of the competitive players. Nice job! I still hate the guy, but I promise not to flip tables.

Well, if you make it a three cost enchantment version of Mind's Eye, you're kind of wasting design space, I feel. Making it a group hug version also makes it so that you can chain it off your opponents' draws.
The Ainok isn't quite a better version of Vigor. Vigor has a replacement effect that means that the damage is never applied at all. The Ainok is a trigger, so the damage applies, trigger goes on the stack, and if lethal damage was done, the creatures will die before the +1/+1 counters are put on the creatures.
If you do end up reducing Smara to , she'll also probably have to be a 2/2 or possibly even just a 1/1 seeing as she can tutor and equip an equipment for free.

I think the best route would be to change the decree to this because of flavor and balance:
Whenever an opponent with more cards in his or her hand than you draws a card except the first one he or she draws in each of his or her draw steps, draw a card.
As for the Ainok, I think he embodies "what doesn't kill you makes you stronger" in a pretty balanced manner.
Lastly, Smara CANNOT be less than 5 because of cards like Argentum Armor, Batterskull, and even Umezawa's Jitte.

Oh I missed the part where it equips for free, I thought it just got put onto the battlefield. Yes 3 is a bit to cheap to be equipping Argentum Armor for free the 5 cost makes sense to me now. : )

I feel like Decree of Isperia should actually say something along these lines: "Whenever a player draws a card except the first one he or she draws in each of his or her draw steps, each of that player's opponents may pay (or , if you'd prefer). Each player that does draws a card." This plays into white's whole thing about fairness and makes it an altogether not very broken card. And if you do the version where they have to pay a white mana, then many others aren't going to be able to draw a card anyways.
