you may play (spell)'s mana cost over any number of turns. (spell) is phased out until you pay its entire mana cost.

I think it could go on a few things.
first, I think it going on an okay creature with a big mana cost would be fine, for those decks that don't do early plays and can just shove mana into it.
x costing spells would be dangerous and funny with this, maybe too good in commander b/c you just sit there until you kill someone with it.
and I think that counterspells are out of the question. we don't want to let anyone have that available.

This is kind of cool, though I've got a couple issues/questions about it.
How are you supposed to keep track the amount you've spent on the spell? Will it be some kind of token? What about for a multicolored spell?
Also, you says it's phased out till you pay for it, what happens if you pay for it on an opponent's turn? If it's a non instant, non flash card will it have to wait till your turn or will it come into play then and there?

1/ Severe memory issues - if you sometimes cannot remember if you played a land this turn, "Mana banks" are not cool
2/ Reintroducing phasing - it has been phased out for a reason.
3/ Can this be a whole mechanic - this seems more suited for a cycle of cards.
4/ Can this be done with the tools we have so far - this will probably be cool as a cycle in the same vein as Golem Foundry, but with mana payments. In fact, charge-artifacts have done this for quite some time.

You could just put a die on the card for how much mana has been spent on it. I've seen a bunch of people use dice to keep track of mana in their mana pool with things like Nykthos, Shrine to Nyx. Although this mechanic can be really good if you have Counters/Removal with only 1 mana remaining just waiting to be used. Sounds like a cool idea though.

It sounds like a modified suspend/echo/pact hybrid. I could see this.
Any idea what it goes on?
