Plant Commander?

This is just something Im toying around with, but I got the idea from Sylvan Library (somewhat).
Arigos, Sylvan LibrarianLegendary Creature: Plant Druid
Other plant creatures you control get +1/+1
Whenever a land enters the battlefield, put a 0/1 Plant token creature onto the battlefield under that lands player control.
At the beginning of your upkeep, you may reveal the top 4 cards of their library. Then, you may sacrifice any number of plant tokens. For each plant token they sacrificed this way, you may put a card revealed this way into your hand. Put the rest on the bottom of your library in any order.

What do you think? Would this be a cool Commander to build a plant deck around?
Some quick thoughts on balancing:
(Instead of each player creating an plants)
At the beginning of your upkeep you may sacrifice X plants, if you do look at the top X cards of your library and put one into your hand put the rest... (back on top, GY, bottom)
1/3 seems like a fairer body
Reduce 4 cards to 2
Also saprolings are normally 1/1s and plants are often 0/1 or how 0/2s
And/or make both abilities symmetrical (each player may sac plants for cards) and your deck has ways to abuse it better, rampart growth plant makers etc.

I think making both abilities symmetrical would actually still be a fun commander! (If the card draw ability is too good for opponents, I would nerf it for all players.)

I thought that it would make it more balanced since making effects symmetrical would make the card too weak and making both asymmetrical would make it too strong.
Any suggestions on how to balance it and make it better?
