Uncommon at minimum. Maybe even a rare.
If you use it (as you probably would) after a tuck, bounce to library, or their tutor, it's pretty much a counterspell, plus a fateseal, plus a card draw for 1 mana at instant.
To scry 1, and then draw a card is a common. Using it offensively and hitting two cards seems quite a bit better.

I agree with Thebigshaggy about the use of the tap and untap as costs for the abilities. However, I think that, since both of those abilities are counter abilities, it should definitely be blue. It makes more sense that it would be blue/white for counter and damage prevention.

That card is probably too OP. Gruul Land destruction would be insane
T1: Forest, Elvish Mystic.T2: Mountain, Burning-Tree Emissary into Sylvan CaryatidT3: Land 3 (stomping ground preferred), Xenagos, The Reveler, Ember Hound.
You now have access to 5 mana - while your opponent has access to 0. Even without Xeny this is pretty mad.

I think without the WUBRG ability it is a VERY strong mythic rare. with that is just crazy dumb.
for six mana (1 of ea color and 1 more of any) you get the following:
3 life
Untap 3 lands
Opponent loses 3 life
kills most utility creatures and most planes walkers
a creature gets +3/+3 and trample
Take an extra turn
I find that extremely Over-Powered and dumb.
If the cost was maybe XXX or possibly XX3? idk, but right now it's too strong.

@Dreno33, I agree. I thought about lots of other possibilities. The idea was to make something exceedingly versatile. It would be junk in a mono-color deck, a dual-color deck could get some good utility out of it, but it just begs to be played in a 5-color deck, which would make it very OP if one had access to all colors of mana (not that hard to do, true).
Yeah, the take an extra turn thing bothers me too. I thought of other stupid stuff too, like, "If WWUUBBRRGG is used to cast ~ , you win the game" and even "If WUBRG is used to cast ~ , you lose the game at the beginning of your next upkeep."
I was trying to think of other things too to make the card harder to use, or discourage spending over a certain amount of mana on it, like instead of the "If X is less than 3, ~ can't be countered," it would have something like "If X is more than 3, discard your hand," or something like that.
It's a rough draft. I want the theme to be: 1) encourage playing many colors, 2) get a big shot Ultimatum-like effect, but one that is customizable and scalable 3) Either have an ultimate ultimatum effect if all colors were used, or somehow punish the greedy.

Honestly, I think it's fine as just an XX costed colorless sorcery with the different colored abilities as long as you don't go overboard with the 5-color ability. And yes, uncounterable under 3 mana makes it nice, but the average deck in the eternal formats is 3 colors, which means every deck now has an uncounterable, multi-purpose spell. So I think that it is powerful enough without any other anything added to it. If anything, I'd make the card have something that punishes you for NOT using all 5 colors. That's going to be the only feasible way to limit it without making it actually beneficial to the 3-color deck player.

Honestly, if it were mythic and you dropped the can't be countered part I'd be cool with that. Also drop the trample for green. I mean Cruel Ultimatum could arguably be stronger and that's only 3 colours that need to be paid.

Card Text: Whenever any player casts an instant or sorcery, exile that spell. It does not resolve. Exile the bottom eight cards of your deck and have an opponent separate them in to 3 piles. Repeat this action for the bottom eight cards of target opponents library. Separate those cards into 3 piles. You and your opponent will each choose one of your own piles. Flip a coin. If you win the flip, you take control of all permanents revealed this way. If you lose the flip, exile the top 12 cards of your library, and your opponent chooses two of your piles and takes control of all permanents in them, and one of their own and takes control of all permanents in that pile. Any cards not chosen this way are then put in the graveyard.

I suggest though that the colors be UG, do to the permanents involved. That's more of a green thing.

I had something similar in mind once, as I was thinking about tribals and changelings. Note how only the mana used for X is considered, and the casting cost prevents use in the early stages of the game. Using lots of mana during your upkeep is also a great risk. It's probably still way too powerful, though.

If (r) was used for X, each opponent loses X life.
If (g) was used for X, creatures you and your teammates control get +3/+3 until end of turn.
The Staff itself has no shape. It's appearance is formed by the magic focused through it.

Davik100, I like the idea in concept, but I think the wording needs a little work.
I think it should be "Whenever a player casts an instant or sorcery spell, exile that spell. Reveal the bottom eight cards of your library. Separate them into three piles. Target opponent reveals the bottom eight cards of his or her library. That player separates them into three piles. Flip a coin."
Here's where I get a bit confused. If you win the flip, do you get every permanent card revealed this way (which is how it's worded now)? Or do you get the permanents in the pile that you chose earlier (which is what I think you were going for)? If it's the second one, it'll be worded like this:
"If you win the flip, put all permanent cards you own in the pile of your choice onto the battlefield under your control. If you lose the flip, exile the top 12 cards of your library, then that opponent chooses two piles you own and a pile he or she owns, and puts all permanent cards revealed this way onto the battlefield under his or her control. Put all other cards revealed this way into their owner's graveyard."
That's... a lot of rules text.

It should have "Mana produced by ~ doesn't empty from your pool at the end of steps, phases and turns" (or however that is worded usually), otherwise the mana is lost right away.
It's probably a little bit too good, as it produces two mana each turn. Maybe you could make it a bounce land to even that out.

It's only lost if the only time you untap it is during your untap step. Be creative and you don't need to add the upwelling clause, and it's not nearly so imbalanced.

Sure, but the untap phase is where your stuff untaps for free, and many untap effects are triggering during the untap or upkeep phase. Hidden Strings triggers in the damage step, that's a very limited time window to use that mana. You can use cards like Aphetto Alchemist or Kiora's Follower , but it's still wasting most of the card's potential, making it very clunky and actually inferior to other cards producing more than one mana directly through their tap ability.

Triforce-Finder Devonin i purposely made the card so that it looses first mana it makes each turn. making you use things like Ral Zarek
or Hidden Strings
to untap it. its not quite as broken as it first seems.

You may activate its abilities and use mana of any color to cast them. (you may choose if it blocks, if it attacks, etc. your opponent may still target it for abilities, sacrifice it, etc.)

On the play:
Turn 1: Forest, Amulet of Vigor
Turn 2: Uncharted Woods, draw a card, tap both, cast Summer Bloom play Simic Growth Chamber bouncing Uncharted Woods, play Uncharted Woods (1), draw a card, play another Simic Growth Chamber bounce woods, Summer Bloom or Explore , woods, draw a card.
Cards in hand: 3
Mana available this turn: 4
Mana available total: 6
Explore instead of the blooms would get crazy.
Multiple Amulets would get crazy too.
