It's a design fallacy to make something mythic just because it's powerful. Removal shouldn't be mythic.

I feel like this is too powerful. But there could be a very interesting interactive ability if you add in a keyword like Clash of Ferocious or made some clause to allow it to be exiled. Because let's face it: very few people would bounce back a land with it b

How about:

Rebounding Justice

Instant

Put target non-land permanent on top of it's controller's library. If it is a creature exile it instead. It's controller puts a 1/1 Human Token onto the battlefield.

The ability to bounce a land to top deck is still worth 2cmc at lowest dbpunk any lower and it's too stronk
