Counter target spell. It's controller draws a card.
Let not those energies be wasted, and put them to better use elsewhere.
That is far too strong. It would need to be two to even come close to starting to be balanced. The only other two free counterspells are the pact and the edh one. The pact requires you to pay 5 next turn. The edh one requires you to have your commander. It might also not be a good idea for a card in general. The zero additional cost has way too many upsides

I would auto include this is any blue deck. That being said, it's too strong. Even at 1 mana, I'd still say.

Or at least give back treasure tokens equal to the mana spent to cast the (to be) countered spell in addition to the card or something, so they only lose the spell they tried to cast, but not the investment.

I was very confused about how you were turning a 6 MV green enchantment into a 0 MV counter.
I see now that you were instead Reduce-ing the number of card names used by REUSE-ing the name Recycle.

It seems very strong, but it might be okay for a commander set. I mean, Fierce Guardianship in Rograkh, Son of Rohgahh exists : ) Maybe it would be more balanced if it was specifically noncreature like guardianship. Or if it was for creatures and gave the opponent a free polymorph.
Either way, seems fun. It would probably be hard to make a free counter that wouldn't see just all the play in the world : )

It's by no means a good card, but I felt like pointing out that Vex exists. In trying to fix it, there's no way that making it zero mana is the answer.
