This costs 1 less to cast for each creature card in all graveyards.
When this enters the battlefield, each player returns each creature card from his or her graveyard to the battlefield.
Sacrifice a creature: Draw two cards, then discard one card.

This is meant to be a commander. Thoughts?
That's pretty busted man. I like the concept but lets face it. with the "creatures cards in all graveyards" clause it may as well not have the extra colorless on the casting cost and remove the clause and just have it cost .
Make it just your graveyard and it will balance it a little.
The card draw is WAY unblanced. That has reanimate gold written all over it. Making it tap for that ability would actually balance it well.
Again not trying to knock your idea. The idea is awesome but it's way broken in its current version.

So I play it, presumably for no more than GGBB because this deck has to have some kind of dredge/self-mill mechanic, and since it has G I assume this is turn 3-4.
It comes it, I get my 6+ creatures back.
I sac them all, draw 12, put 4-6 creatures in the graveyard.
I sac her to herself, she goes back to the command zone.
I repeat, draw my deck, and at some point remember I have an opponent and win.

Change the draw ability to tap, sacrifice another creature: draw two cards then discard a card.
won't make it perfect but it prevents the above mentioned scenario from being possible. This thing makes Hermit Druid look tame.

Play Hermit Druid, play this, reanimate Jarad, Golgari Lich Lord and Lord of Extinction, sac 40 creatures, pay , Table dies.

I think there also needs to be a mana cost attached to the sacrifice, like a hybrid / or something.

The draw effect was added as an extra, it is something that is removable. I appreciate your explanation. would removing that clause make it less broken?

The loot effect is more of a red mechanic to me, maybe if it were just a tap, sac a creature: draw a card it would feel more black. Or if you turned it into a Greater Good type effect where you draw it's power/toughness then discard for something, but a straight loot effect like draw 2 discard 1 feels to me, not

Draw then discard is actually blue, discard then draw is red, at least typically. Also I'm minorly concerned about the free everybody out of the hot tub etb trigger...
