If Starshower was kicked, it deals X damage to each creature you don't control, else Starshower deals X damage to target player.
A red burn spell, like Comet Storm, with a built in ability to be used as an asymmetrical sweeper if you've got enough mana to pay for the double X that requires. This is supposed to be a red version of things like Austere Command, Cyclonic Rift, and In Garruk's Wake. Mostly for use in EDH to help bring red on par with other colors.

No. All instances of X are the same because X has one set value declared upon casting.

@ EpochalyptikI've not got the wording totally correct, but the idea was that you could either pay and do damage to a player, or you pay and do damage to each creature you don't control. The kicker and the in the mana cost are supposed to have to be equal.Not sure how to phrase it though!

One of the things I like is that the kicker cost ends up being somewhat proportional to the upgraded effect.

Love the costing design. Note that this is really strong as an instant.

How about you make it a card like Wear or Rough? Depending on what you want, it could either just be separate or you could cast both halves for extra with the fuse mechanic. I think that would be pretty cool.

You would need to reword it:
"~ deals X damage to target player. If ~ was kicked, it deals X damage to each creature you don't control instead."
