Lets make some riggers and contraption cards guy.
Goblin Scrap Collector 1R
Creature Goblin Rigger
When ~ enters the battlefield you may put into play a Contraption from the graveyard. That contraption gains 3 rust counter (contraptions with a rust counter cannot use activated abilities or triggered abilities unless you pay 2 to remove the counter)

Well, Steamflogger Boss already has some friends, such as Moriok Rigger.
The other problem is that Riggers must "Assemble" a contraption in order to trigger his ability. And so far in the rules of magic, there is no rule to "assembling", so Steamflogger boss does not actually work within the magic rules set.

In case you were not aware, Steamflogger Boss was made as a 'Joke Card' by wotc, and was never meant to be playable. Many people were not happy about this and wotc has received a fair amount of flak for doing so.

RoarMaster Wait and see... One day, they will print many Rigger cards! Steamflogger Boss is going to be a 20$ card, and I'm going to be rich!

Maybe make an ability on a UR creature:
Assemble X. (Choose one: Put X 0/1 colourless Contraption creatures onto the battlefield, or put X +1/+1 counters on target Contraption you control.)
Goblin Metalworker 
Creature - Goblin Rigger
: Assemble 1. (Choose one: Put a 0/1 colourless Contraption creature onto the battlefield, or put a +1/+1 counter on target Contraption you control.)

Creature - Goblin Rigger
When Goblin Steelshaper enters the battlefield, Assemble 1, then Assemble 1.

And as for "assemble a Contraption", it could just be shorthand for "activate the Assemble ability and put a 0/1 colourless Contraption creature onto the battlefield with that ability."
