I wanted to make this card, so I did. 4RRBB
Legendary Creature - Demon

NAME cannot leave the battlefield, cannot attack or block, and untaps during each player's untap step.
At the beginning of each combat, tap NAMENAME and it deals 7 damage to a random player unless that player sacrifices a creature.
At the beginning of each player's main phase, that player reveals their hand and exiles a random nonland, noncreature card from that player's hand and plays that card without paying it's mana cost. All targets for that spell are chosen randomly.

The idea is he is under the control of no player, cannot be dealt with, and rips the game from the control of the players and creates fun chaos. Your thoughts?

I would totally play this. Wording needs a bit of help but the effect would be hilarious in EDH.

Only missing indestructible. Otherwise most definitely fits your criteria and might be a bit OP, but would require playtesting to confirm. But at a glance it seems balanced since everything is random.
Would never be Black Border though. Totally Un-Set worthy.
