Whenever I teach a new player how to play Magic, a common clarification I have to make is that you can't attack your opponent's creatures. But what if you could?
Just some background:
Bergent and Aristol are two planes connected through an interplanar road. No one knows why they are connected this way, but many theorize that the two planes used to be one, but split apart by some kind of elder magic. Long ago, the Bergent decided that the planes needed to be together again, but to do this they'd have to erase anything that might prevent them from this goal. Namely, the Aristol. They declared war, and thus began the Elder war, a feud lasting millennia. Aristol struggles to push back Bergent forces, and Bergent struggles to shove past the Aristol barrier. The Bergent king, a man named Danius Renn, is contacted by a mysterious man. a man not from this world. He offers a deal that Danius can't refuse, and this may be exactly what the Bergent needs to break through the Aristol firewall. Meanwhile, another mysterious person, a woman, contacts the Aristol king, a man named Teridus Annes. The woman, named Madelya Terne, is pursuing an interplanar criminal by the name of Entiel Wessren. The feud reaches a climax, as the Bergent break the Aristol's defenses and flood the city, leading to the most brutal battle seen by either plane. Which plane will reach its goals? Will the Aristol make peace with the Bergent, or will the Bergent succeed in uniting the plane under one flag- their own? Who is the mysterious man who struck a deal with Bergent, and what crimes has he committed? Who is the woman, and where did she come from?

Love the mechanics of it. This could be Mardu or Jund all the same.
The draw aspect is extremely powerful, especially for the player losing creatures. If I have an army of 1/1s, I may not get anything done on their end, but I get a ton of card advantage.
I'd suggest dropping the card advantage and life loss, keep the rest and then you can lower the MV 9 down to maybe even 5 since it benefits your opponent as well. Being that each player has access to this ability, a lower MV is justifiable.
I'd say (2) and either Mardu or Jund. They are both mechanically appropriate. Fight is a green mechanic so I see why it's Jund, but Mardu is more of the global aggressor so that works, I think, also.

TypicalTimmy: So you think Mardu is a better option? What are your feelings on Naya, perhaps? Didn't think of the card draw factor, will remove it.

TypicalTimmy: Also, when I make the edits should I drop the "Legendary" aspect? And should I specify that it skips your combat phase? Thank You.

Boros already kinda has this going in Master Warcraft or Brawl in red.

Fuzzy003: Yes, but not quite to the extent of this card. This card is an every turn thing, and only during the combat phase, as opposed to one-shots that temporarily disrupt play.

TypicalTimmy, Fuzzy003: Added some background lore. I personally think it's epic, but I'm biased. Whaddaya think?

Always love a bit of flavor. Makes a card worth building around. What other cards may fuel the war? What goes into the defense? Who are the key generals and heroes of either side? What tactics and strategies do they employ?
Now that I have probably put several ideas for cards spinning around your head, enjoy putting them down here :)

Fuzzy003: Oh man, you are awesome. Now I gotta make a couple Planeswalkers and a pair of kings and some generals, and some more flavor.. Time to upload a few hundred cards, hAH

Also, note that this does not replace the combat phase. Should I specify that it makes you skip your combat phase, or should I leave it as is?
