My idea for a commander for a tiny leaders deck in
Tisa, into Loam
Legendary Creature - Zombie Treefolk
Defender, Shroud
At the beginning of your upkeep put the top two cards of your library into your graveyard, then if your graveyard has twenty or more cards in it sacrifice Tisa, into Loam.
When Tisa, into Loam dies, return any number of creature cards from your graveyard to the battlefield with a combined toughness of X or less, where X is Tisa, into Loams toughness. They are black zombies in addition to their other colors and types. Shuffle your graveyard into your library.

I do like the concept, but feel like it might get a bit broken at some extent. In Tiny Leaders you probably won't return a big toughness creature, but a lot of smaller creatures. So there is probably some sort of ETB effect multitrigger that would annoy people...but I do like the way this card would give a Commander feel of a big effect in Tiny Leaders.

Replace "any number" with "up to [number]" to remove the level of impact?

KalvinHobbez After further testing I managed to hit 18 creatures out of a 21 card graveyard... yes, perhaps a little too broken with how many small creatures could be in a graveyard. True I had to play a 27 creature deck, and wait 9 turns, but it's a potentiality.
Reducing the number of cards to four.
Card should now read
Defender, Shroud

Why not make her mill ability need her to tap and use mana then? So you don't have a turn-by-turn clock for a combo to happen. Like every turn you wait for it to mill a certain combo card and then everyone just waits for the combo to happen as she has Shroud. Also in tiny leaders I feel like automatic self mill would more than likely be more drawback than advantage for such a small deck.

KalvinHobbez the logic behind shroud is so that the card is hard to just kill, increase the toughness of, or otherwise influence the abilities thereof, and with the trigger on upkeep, it forces a graveyard shuffle eventually anyway, but I can see a tap to mill being useful over mill at upkeep. I'm not aiming to make a one card combo, but equally I want to make a card that can fuel many decks in the colour range. With the current setup I feel that delve, scavenge, dredge, reanimate, and if milled cards all see some use.
If I remove shroud I've found it too easy to just mill a good creature away, then kill Tisa outright with any number of choice black spells, plus, Assault Formation when it releases next week would have a lot to do if even only hexproof.
I could make the cutoff point sooner than twenty cards to accommodate for the smaller deck size, but I built in twenty for Visions of Beyond.

WAAAAAYYY too good. I'd limit her to. oops. this is tiny leader, huh? ok, nvm, she's balanced for the most part, but she'd HAVE TO get banned in normal EDH, which is an issue.

I feel like if we wanted to make a Sultai leader it wouldn't be this one because if you play it you almost always with the crazy combo kill.
