ability is way over powered for a 4 drop. right now its a massively overpowered Jori En, Ruin Diver for 1 extra mana. maybe if you made this:

Whenever you cast an artifact spell, you may pay 1. If you do, draw a card.
Tap two untapped artifacts you control: Add BR to your mana pool.

I was worried it might be too cheep, as for the ability I'm aiming for an ability that gives you a card every time two of your spells resolve in your turn. Also I chose resolve because it can be stopped, if you counter the spell you don't get the draw.
Maybe every time 2 artifacts resolve?

seems really broken. The fact that you turn all your artifacts into mana sources seems overly strong by itself, especially since A) artifact creatures are very common and there are a lot of token effects that spam them and B) they won't suffer from summoning sickness since the ability is actually coming from your commander.
On top of that, the fact that this then provides card advantage for 4 (or even 5) mana is just insane. Even if it was drawing cards in batches of 2 spells per card, this is still insane advantage.
Typically you also don't see "resolves" triggers. simply because this doesn't really work with the stack. That's because short of things like Panglacial Wurm, interacting with spells mid resolution are a bit of a no-no. Honestly, you're better off just using the "on cast" trigger.

Is that first ability supposed to be "Whenever you resolve a spell during your turn, draw a card" or "At the end of your turn, draw a card for each spell that resolved this turn"? Because honestly, that seems really broken on a 4-drop either way. I would make it "Whenever you cast the first spell on each of your turns, draw a card" on a creature costing or for balance purposes.
As for the second ability, that seems good if you mean artifacts you control, and it would make the commander UR-colored if you chose to make it an artifact creature costing like I mentioned earlier. Basically, this is what I would suggest:
