As long as ~ is in your command zone, if a player would search a library, that player draws a card instead.
Opponents can't search libraries.

Ever lose something and can't figure out where it went? It went to "The Lost World", a place filled with lost belongings from every universe. It's watched over by a cyclops who can see in infinite directions with his mind's eye.
What do you think? Is the flavor spot on or what? :D
so, Basically your opponents cant search and if you would search you draw a card instead? weird. I don't think red white fits the draw theme. It fits the turning off search.

I feel like it's ability is way to strong for it to just stay in your command zone. It should at least have the arbiter effect like pay to ignore. Otherwise, really cool card.

Also no. A card that affects game rules should not do so from a zone in which it's impossible to interact with.

I agree with
Epochalyptik about the interaction issue. What would you think if the command zone ability was "At the beginning of each end step, If an opponent searched their library this turn and ~ is in the command zone, you may pay to put ~ onto the battlefield."
The ability would be a little slow if you were hoping to use it for high level competitive play, but with a first or second turn mana rock and all the land searching that happens in the first few turns you should still be able to bring him out early enough for most games at your LGS. It also feeds into 's beat-stick theme and has that whole "Uh oh, the watchman saw you and is running this way" flavour.
I know there are people who don't live Derevi's ability to dodge the commander tax, and this ability would be similar, but on the whole I think that it is more conditional than Derevi's ability so it balances out.

That one commander Oloro, Ageless Ascetic gains you life in the command zone. So why not do whenever an opponent searches his or her library they loose 2 life as long as he is in the command zone. Keep every thing else the same except bring the cmc down to 5 cause a Stranglehold cmc is 4 and you're essentially putting that on a stick. And make it a 5/5 vigilance mythic rare

This is good cause nobody is searching until this guy is gone. Once he is gone and back to the command zone. That's when everyone will start the searching but they will be loosing 2 life every time hahaha actually sounds fun.

The reason the player draws a card instead is both for the flavor (you can't search everywhere all at once because of him) and for mechanics (Rampant Growths are now cantrips).
The reason I think it's fine as is is because while you can't search your library, tutors aren't actually dead cards, they just get turned into cantrips.
As for the inspiration for this card, I agree with Sheldon Menery (SheMe? Like MaRo?) that the presence of lots of tutors defeats the point of the format being 100-card singleton.

I could see putting it on a three drop with flash as an ability as opposed to in the command zone better I think. Thoughts?

Your edit of the card being a 3 cmc is better, yet not as good to be an actual general. I would say if it was a 3/2 for 3 cmc. Flash and first strike. It fits both the red/white theme. And the added ability is decent against decks that combo or midrange builds looking to build their board a certain way.

The preventing search ability, and flash seem like a blue white things, doesn't really seem to fit with red.

Timespiral is not a good reference for color pie comparison unfortunately.
Shadow of Doubt and mindcensor came to mind for me when reading this card. Also flash is more blue then red.

Ruric Thar, the Unbowed: Vigilance is white.
Glissa, the Traitor: First strike is red/white.
Skullbriar, the Walking Grave: Haste is red.
But even if these weren't made, there are 24 mono-white creatures with flash and only 34 mono-blue. It seems like flash is the white keyword for this card and first strike is the red.

I just felt that the card looked to be more blue white. Also I think the ability might balance out better if it were draw 2 instead of draw one.

I think it could appear blue white actually. To me it looks more Boros because it hurts you too... And the fact that it makes gameplay less mentally involved also feels more red than blue, as blue likes to make things require more thinking, and red likes to make things automatically chaotic rather than give everyone lots of options.
As for draw two, I'd be very hesitant to give this deck 10 "free" Divinations known as fetch lands. Sure other decks are playing them too, but that would make this deck the only one to use them as nonlands rather than include them as the manabase. At first, changing it to "draw two" may appear to nerf the design, but it actually breaks it.

I feel that if the flavor was keeper of a realm, then it would be B/W. Otherwise spot on.
