What should the mana cost be?
Orb of Aching
Artifact
At the beginning of your end step, search each player's library for a card, and exile that card face-down. Then each player shuffles his or her library.

The idea of exiling someone's Palinchron face-down is too awesome. Imagine the hilarity when they don't know whether or not to try to get to their infinite combo or not. And this is coming from a Johnny player!

Oh this card does something. You're literaly removing cards they need out of their decks and making you more powerful. This is a 5 cost card if I ever saw one

Also, you never specified what happens to the cards once the Orb leaves the battlefield. Do you shuffle back into the decks? Do they stay exiled?

If there is no ability allowing the cards to return then they will remain exiled. The current templating is correct for them staying in exile.
I would cost this at 6 at the very least. It does a lot. Jester's Cap allows you to search a single player's library for 3 cards and exile them face up. It also requires a sacrifice and does not allow you to manipulate your own deck.

This card shouldn't exist. A part of the reason Sensei's Divining Top was banned in modern was because it's too time consuming, and it's only letting you look at 3 cards a turn. Going through everyone's deck every turn = going to time every round in a tournament, and putting everyone to sleep in casual.

I'd say 4. this totally hinders combos and I love it. It gives players and incentive to not only know how combos work but would also force combo players to add more resilience to their decks.
then again, I also tend to only think in terms of edh.

This cards potential in EDH is amazing. I would put it at 5 mana, or 4 of you added some contrived rule like "as long as ~ is untapped..." and an enter tapped effect.

Well, it does not really do anything, so I would say either cost it at 2 or 3 if you want to be safe. But this is more of a black ability rather than an artifact one.
I like this card a lot. Annoying as hell in multiplayer (you are basically doing something more time-consuming than fetching), and you can thin your own deck!
