Here's the card

Dew of the Glen

Instant

You gain 4 life.

Draw a card.

It's an Ojutai's Command for 1 less mana with much less flexibility. I could see it being a playable uncommon. I'd use it :)

(only good in standard, not modern)

Reviving Dose does almost the same as this for the same cost, is monocolored, and is a common. Yet it's barely played.

There's also this Zendikar card that gives you 2 life and cantrips, and it has rebound... can't remember what it's called, but it's pretty good.

So... this would be my 3rd option for lifegain in a U/W control build (not counting Sphinx's Revelation because come on). So, definitely not too good, just common-level good IMO.

There's a thought experiment in Magic circles about "How much mana would you pay to gain X amount of life?". This is because pure lifegain spells are not good. Look at Resupply in DTK, it will hardly see any (competitive) play because it's for "gain 6 life, draw a card." Sphinx's Revelation is good because not only do you gain X life, but you draw X cards. Feed the Clan is probably as close as you'll get to a pure lifegain spell making waves in (competitive) constructed.

As for your card, I wouldn't play it. 3 CMC for 4 life and a card just doesn't do it for me.

I'd draft the crap out of it though.
