19 Creatures / 16 Removal decent ratio for control deck?

Is 19 Creatures / 16 Other a decent ratio for the following control deck: Rakdos Mogis control?

Rakdos's Return isn't for creature removal it's used as a late game finisher.
Whip of Erebos is used to help you stabilize if you get wrecked by something.
Devour Flesh is some of the only removal that can effectivly get rid of Blood Baron of Vizkopa
I also recommend getting at least 2 Mizzium Mortars and at least 3 Hero's Downfall you can -2 Doom Blade and -1 Rakdos, Lord of Riots for +3 Hero's Downfall , -1 Dreadbore and Devour Flesh for +2 Mizzium Mortars

also, I'd like to point out that there are other kinds of control than straight removal or counterspells. Hand disruption and forced discard are control oriented abilities, so, many would say Rakdos's Return is a control card. You don't need to cast it so x= some really high number to finish them off. It works really great when you can hit them for 3 or 4 right before their deck is about to take off, making them take some damage and forcing them to discard the rest of their hand. If you make your opponent have to top deck an answer to everything you play because they have no cards in hand then you will put yourself sooooo far ahead.

This is my first attempt and building a control deck. The following cards are not removal/control the board type cards. Should I replacing them with something else?:
