number 1: is modern jund viable on a budget? and is tempered steel a viable modern deck? thank you

Ummmmm no to both.

Robots (affinity) is good. But cheap competitive Jund isn't a thing right now. Here is a modern robots list though http://mtgtop8.com/event?e=5332&d=230747. It's not cheap but it is about as cheap as it goes in modern.
