Looking for or willing to work on a standard deck but I don't know what to build fast enough without me having to catch up with the format, Can anyone lead me in the right direction?

For budget options, there's any Heroic deck, GW aggro is pretty cheap, RDW, GR aggro (the Madcap Skills version, not GR monsters), and there's that GB dredge deck. Most of these should be in your price range. If you need lists for any of them, just say so.

Red deck wins:

The gruul aggro here (2nd down):

http://magic.tcgplayer.com/db/article.asp?ID=11358 - Just take out the scavanging ooze and put in Madcap skills

Dredge:

Theros Dredge - Just take out the overgrown tombs.

And Heroic decks are literally everywhere. Just google that one.

UW heroic seems to be a fan favorite. Also look into GW, RW, or UWR.

White Weenie is pretty popular, you could go red or black with it.

You could probably build RB Minotaurs, too.

A lot of the top decks can be built for cheap, check out this thread.

A tubofog deck centered around Maze's End is a very good budget deck at the moment. Here's my version: TurboMaze. Just drop the shock lands and planeswalkers to make it fit your budget.

Budget deck are easy to make as long as you understand the meta. On a budget aggressive and midrange decks are the way to go. I personally prefer two color decks but mono colored decks work fine. Give me some of your preferences and I can make you a prototype.
