Most likely control. Control is a deck that can play cards that hit weeknesses, while aggro has to only play cards that fit the theme.

In the current Standard metagame, Esper has the power to play, say, Ultimate Price , if Mono-Red is high, but Mono-Red can't usually play a Esper answer if Esper is high.

There's no deck that hits the weakspot of every other deck and a deck like that can never exist. Think about it logically for a minute. If there was one deck that countered every other deck then everyone would start using it. If everyone's using it then there aren't any decks that it counters anymore - assuming it doesn't counter itself. Therefore the deck that started off as being the most powerful would become nearly useless as no-one would run decks that were weak to it anymore.

Magic forces variety because if everyone ran with the same thing then it logically follows that no-one would have an advantage over anyone else. People like to have an advantage so they don't all copy the same deck. Therefore, as long as magic continues there will be multiple types of popular deck with multiple different weakspots. No one deck will hit the weak spot of every other deck.

In every format, there are deck archetypes (White weenies, Red deck wins, Control) that have varying matchups against each other. There really isn't anything that's an anti-metagame solving deck that'll let you beat anything.
