I've been playing Magic on and off since 05", I've never constructed my own deck except this one Multiply the Pain! and never really tweeked a deck given to me besides this one deck:Exalted-Bant-Let-Our-Powers-Combine!, I've always played with decks that are slow to build up and that are either Orzhov or Bant. I would like to learn how to properly construct something new and different can anyone give me any pointers?

I always try to find a combo or card that really strikes me as unique or interesting to play. Start basic and work your way towards more complex combos. My favorite and very basic combo in standard right now is Axebane Guardian + Fog Bank. With this combo you get a great blocker and mana acceleration. And there are many more defenders to add such as Doorkeeper, Tree of Redemption, and Ludevic's Test Subject  Flip. So start by looking at what format you would like to play and look into what cards strike your fancy.

Most important is finding something that both you and your opponent will enjoy to play, if your opponent starts to fall asleep, perhaps you should build an interesting deck instead.

Synergy is a keyword coming out of R&D all the time and something I think is essential to deck building, in short synergy is how well all the cards go together and play. you can put 60 of the best cards together and it will play like crap most of the time (the original junk deck) and be beaten down by a 'simpler' deck because the 'simpler' has been built to make each card compliment the rest.

Also this formula is a great starting point. 24 lands leaves 36 card slots to fill, 36/4 = 9, in reality you need 9 cards that work well together to make a good deck.

I also suggest reading the article above and search wizards for more information and read the site daily. I've found it helped me go from newb to decent deck builder in a matter of weeks. Considering I picked up the game in late january after a 15 year or so break, it's become a matter of knowing the cards and keeping up with the local meta and just finding ideas in the cards I have.

Of all the sites, wizards has helped the most.

Not all decks you build will or should be top 8 worthy or even fnm worthy. Just fun decks that do cool things. Finding the combos around on the net is more hurtful than helpful as you start deck building because they take away the exercises you can use to improve your skills. Also, draft and play sealed as much as possible for more exercises. Use the net to research similar decks and combos you find in your cards. Independent discovery reinforces you're on the right track.
