Divination Thirst for Knowledge or Think Twice

I already have Telling Time and Serum Visions is out of budget for this deck.

Deck is mono blue counter deck.

It really depends on how the deck is set up. If it doesn't have to be instant/sorcery, you could try Augur of Bolas . Ideas Unbound is good if it has some combo potential, or Gitaxian Probe if you want to keep all your mana open. If you're planning on swarming with creatures, faeries style, you might want Advice from the Fae .

I like Thirst for Knowledge over Divination it's card parity but you also get to filter your hand. I'd suggest Forbidden Alchemy if you could occasionally use the flashback.

You mean counter spells right?

Think Twice is nice too because it gives you something to do when you have mana up. A tad more expensive for a cantrip that does nothing though

Blue Sun's Zenith is the SB right now.

Consecrated Sphinx is out of budget for this deck. I'm using Staff of Nin as a cheaper not as good replacement.

Any one try Jushi Apprentice or Enclave Cryptologist ? What kind of results did u have?

Mind Spring and Skyscribing r modern legal.

The best card that's legal in Modern that can draw you multiple cards at once is Sphinx's Revelation , followed closely by Serum Visions .

Opportunity , Jace's Ingenuity Instant speed is key with a counter deck. These are budget options that should fit your needs.
