What is the best and fastest was to ramp up blue mana?

Ok firstly what format are you considering? There are options available but it's easier to point you in the right direction with some narrowing.

If this is standard then Mitotic Manipulation may be helpful.

Darksteel Ingot and Mox Opal with Metalcraft active also would help.
