Budget legacy deck help

I have a deck Doomsday Clock which is a homebrew. It's meant to be a budget legacy deck, and I currently do not own 4 Force of Wills or any Pact of Negations. So with that in mind, what can I do with this deck to make up for the lack of these powerful counters to make this viable in Legacy? It's mostly for FNM but I would like to play a larger event if possible.
