Budget mono blue AEtherling control, competetive?

I've been wanting to make a control deck around AEtherling but haven't been able to because U/W is cost prohibitive since I'm on a small budget. I figured, if I went mono-blue I wouldn't have to spring for dual lands and wouldn't have to worry about Sphinx's Revelation ect. Opinions? Also, I don't know where to go with the side board. Monoblue is back!
I dont think Turn / burn is great vs Voice since turning doesnt affect it i believe the token making when it dies

I made a mono blue deck that raped in casual play, though i never got to take it to fnm because I decided I wanted to use some wolfirs with AEtherling before they went out of standard. control will be hard without kill spells
Turn / Burn is ESSENTIAL to you, especially with all those Thragtusk , Voice of Resurgence running around
Unsummon is also powerful since it protects you
you should also have the only useful mono-blue boardwipe AEtherize
Augur of Bolas ,Think Twice , Syncopate are also powerful.
