Building a deck around Undercity Plague [MDN]

I would really want to make a modern deck around Undercity Plague and it's mechanic, maybe with an unblockable hexproof creature or something.
What would you guys do?
Blue Black seems interesting, maybe with intimidate and enchants or something.

for intimidate and black Shadow Alley Denizen is quite awesome.... perfect world scenario with a full playset of her equals 4x Creatures with intimidate.... not bad for 4 mana total (@ 1 mana each)

Yeah but i wouldnt cipher a card on something that is sometimes unblockable, yaknow.

When Theros drops, grab a copy or two of Thassa. Then grab Asceticism for Hexproof and swing away. Also, I'd grab some more cards to cipher onto cards, like Last Thoughts or Shadow Slice .

How do i get the correct colour of mana and everything, now that he deck has 3 coulours and things are expensive?

Find cheap duals. Lands like Seachrome Coast , Adarkar Wastes , and Mystic Gate are pretty inexpensive.

Glacial Fortress is also pretty cheap right now, it's around $5 right now, I believe.
I'm not so sure if this is a good card to center a deck around in modern, unless it's casual. The casting cost is pretty high for that format, it'd be a pretty slow deck without a control aspect to slow the game down.
You can also use cards like Thoughtseize , Duress and Inquisition of Kozilek to remove potential threats and counterspells from their hand, making sure you can get Plague out safely. Gitaxian Probe can also help by showing you their hand before you play it, just to check if they can do anything about it the turn you play it, or next turn if they have a kill spell. It also draws you a card for free if you cast it for 2 life.
Considering it causes them to sacrifice a permanent, most of the time that permanent will be a creature because they won't want to sac lands, Blood Artist could be pretty annoying. You could run that alongside some kill spells as well.
Serum Visions , Viscera Seer and the newly spoiled Read the Bones could help you set up your draws a lot better with Scry, ensuring that you get closer to drawing the card you need at the time.

Tormented Soul is another cheap unblockable attacker if you need another, but you also have Dimir Infiltrator (can even tutor up Cipher spells like Hands of Binding ), Inkfathom Infiltrator , Looter il-Kor and more.

You could also run Death Cloud as a way to finish the game, or a possible additional Undercity Plague that can absolutely ruin your opponents day. Unfortunately, running Cloud also affects your board state, so you might want to only play it when you're sure you won't need to be casting much else and when you're just trying to ensure a win by crippling them.
