Cards that hurt people when they... well, do anything.

I'm working on my next EDH monstrosity and I'm having issues coming up with cards that hurt opponents for doing --insert action here--, like Ruric Thar, the Unbowed
. The deck I'm working on is red and black, so Ruric wouldn't work.
Basically, looking for cards that hurt people for casting spells, or attacking, or tapping, or talking, or whatever that are Red and/or Black. By hurt I mean without inflicting damage, causing them to sac stuff, or destroying stuff (no mill). Help?
Well I'm not sure if this counts seeing as you said without inflicting damage but Manabarbs is always a pain.

Manabarbs works, but looking for stuff that effects opponents more than me, if possible :)

Yeah, you kind of need to build a deck around Manabarbs for it to really work with you.

there are some cards in my Crosis, why you make him discard?! that make great examples of these, I can run into board states where if my opponent taps a land for mana it returns to their hand and they then have to discard, if they play a creature it's destroyed unless they want to skip a turn, and if their creature is stronger than their hand it is bounced back to their hand and they have to discard... not much damage there but game ending none the less.
