Ok, I'm looking for a cheap, but fairly competitive, standard deck for a Star City Open soon. Any ideas?
Not really cheap, but probably the cheapest would be a R/G Aggro.http://sales.starcitygames.com//deckdatabase/displaydeck.php?DeckID=57035

run Conley Wood's mono black deck from gatecrash and update it a bit.

Only issue with the mono black is the Liliana of the Veil . She is really expensive.

So one of the cheaper decks if not the cheapest is Red Deck Wins, the most expensive card is Vexing Devil which is about 9 bucks, the rest is in expensive and all you need land wise is 20 mountains.

RDW is the cheapest tier deck right now. That's about your only hope.

If your goal is to do well at this tournament there isn't any cheap decks. Run a deck you're most comfortable playing, if you've made any friends in magic you could ask them to borrow some key cards.

The most fun I've ever had playing Magic
It's a fun, cheap, standard deck. As to competitiveness, I don't know. I'm taking it in next week to test it's effectiveness.

What do you guys think of Maze's End
? It's a pretty cheap deck. Also what about just two color decks? The things I really just can't afford are: shocklands, lilli of the veil, voice, etc. Going two colors helps me avoid the worst of the shockland issue.

I suppose you can build a reasonable defender themed deck with gatekeepers and have Maze's End as your win-con but I doubt it will ever be good enough to be competitive. It's just way too slow as it is, unless you are willing to splurge a bit and get standard staples to beef things up then it might be OK in the competitive scene. Definitely not Tier 1 material though.

Actually, after re-reading your post. If you can't afford shock lands and want to run two colors (or more) consider playing a deck with Gatecreeper Vine s in them. I used to have a deck that did quite well in my LGS and I only ran guildgates, basics and a few duals with a set of Gatecreeper Vine s. Works really really well, despite the slower pace.

The problem, though, is that you're trying to play competitively and Turbo Maze isn't exactly a competitive deck. Not a single Maze's End deck has ever placed in a tournament or gone 4-0 on MTGO as can be seen here.
Also what about just two color decks? The things I really just can't afford are: shocklands, lilli of the veil, voice, etc. Going two colors helps me avoid the worst of the shockland issue.
Right now the only 2 colored deck that's actually tier in standard is Gruul Aggro. Fortunately it's the 3rd best deck in the format, but it still costs about twice as much as RDW.

That's if it actually pans out as a competitive deck. So far it's too early to tell.

Cheap and standard don't usually go well together...
