Confused about Sphinx of Chimes.

I recently started work on a new Dimir deck and wanted to incorporate Sphinx of Chimes into it. However, I wasn't sure how it would cooperate with any kind of win condition. How do I use the Sphinx? Or should I be building around a different card entirely? All suggestions are welcome.
But at 6-cc, it's pretty overly slow for most decks that want to make good use of dredge.

It's not dimir, but my roomate made a reanimator deck using Sphinx of the Chimes and Borborygmos Enraged . Draw through the whole deck then pitch all the lands ftw.

It's best non-fringe use is probably just as a budget way to keep your hand full w/o having to use Sphinx's Revelation . If you build the deck correctly, you can get serious card advantage.

It only really "cooperates" with a win condition like Laboratory Maniac as a way to draw through your deck fairly inefficiently.
I think its strongest use in U/B would be to discard cards with dredge and then dredging in place of the card draws, to dredge more.
