Would using the given mana ability of Dragon Mantle activate a said "heroic" on a card such as Akroan Crusader ?

No, heroic only triggers upon casting spells, not abilities.

Heroic triggers upon enchanting the Heroic creature, as you at that moment cast the enchantment, and you target the Heroic creature to enchant it. It does not trigger on activating the enchantments' abilities. The reason is that you don't cast the spell at that time, a specific requirement for Heroic.
