first, I want to know if there are any blue/colorless cards that put enchantments onto the battlefield. second, are there any blue/colorless cards that tutor for enchantments?Thanks

Eternal Dominion won't help much. besides, i have to search my opponent's library. I'm trying to get out Omniscience as early in the game as possible (because it's for an eldrazi deck that I'm obligated to make for a friend).

Drawing is probably your best bet, but you could use Gifts Ungiven if you're really clever with your choices. It could be used with Obzedat's Aid , snap, and so forth for reasonable tomfoolery.

so far the best combo i have in that deck is to use Karn Liberated 's +4 on myself to exile Omniscience from my hand, then once he has enough counters, use his ultimate effect to restart the game with it on the field.

I've seen someone get out a turn 2 Omniscience with Show and Tell . If that's within your price-range (which, admittedly, it is outside of most peoples) then it may be the fastest way.

Or splash black and make him discard some enchantment, then, Surgical Extraction

In the right conditions, Archmage Ascension (The right conditions being that it has enough counters)
Eternal Dominion can also do the trick, but kinda limits you (I'd suggest it be a game-winning enchantment if you're going with this)
Show and Tell can cheat an enchantment from your hand, but it also helps opponents. It's also a rather expensive card.
Long-Term Plans could be useful, albeit in the long-term.
Generally, blue will be better at getting either artifacts, instants, or sorceries. It does have the benefit of draw mechanics though, which can be extremely useful in getting enchantments.
