Feeling of Dread vs Lyev Decree

This is something thats been bothering me a little bit recently. I made a U/W deck that uses cipher for ongoing control with Hands of Binding . (For the full card list deck: I tapped that (and cipher)).
I'm between running full sets of Feeling of Dread or Lyev Decree . I could play 2 of each and feel thats what will happen.
There is obvious differences with them: instant/sorcery, flashback ability. length of effect.
I'm just not sure what to include (deck needs full playtesting against other decks)

I'm with Dritz on this one. Feeling of Dread is a much better card. The only thing detain takes care of that tapping doesn't is activated abilities that don't require a tap to activate. And since there aren't too many of those in standard, it really doesn't make Lyev Decree nearly as useful. Any time you have a card with flashback, you have to consider the fact that you can two-for-one the effect. Two casts off of one card basically means having double the copies of that card in your deck, which in turn means more options. Also keeping in mind that Feeling of Dread is one of those rare few flashback spells that DOESN'T cost an arm and a leg more than the initial. That just makes it all the easier to use and re-use. Feeling of Dread takes it by a long-shot. :)
Though if you are playing against decks that utilize Olivia Voldaren or Falkenrath Aristocrat , then perhaps sideboard the Lyev Decree . Even though it is a sorcery, it can keep them from utilizing their abilities during your turn, or force them into using the ability early and leaving them vulnerable later in the turn. Things to keep in mind. :)

I would suggest trying out the 2/2 split and whenever you draw one ask yourself if the other would have been better.

I'm not sure if this is considered a bad idea in deck-building, but in case of two competing cards, I'll usually play both as 3-ofs. That way there will be a good chance of drawing either one of them and they don't end up taking too much space.
Another way is to just test certain cards in practice. Put 4x of both of them in the deck and just see what kind of situations you'll usually end up with your deck. In some deck-building cases I haven't been able to see what kind of qualities actually make a good card, but when I test them against other decks, it usually becomes obvious what kind of cards I should use. Usually one of the cards just ends up being a pain in the ass while other can be used for something that's actually useful.

I am in com-plete agreement with introvertigo I built FalkenPunnnch and it goto a good reception on the site. but when I built that deck i ended up changing it alot fro whats listed on that Page. Stuff on paper isnt usually whats in reality. Try them both out as four sets against someone who is willing to test decks with you. Whatever you find is the least useful is probably the one you need to AXE

Personally, just between those two cards, I would choose Feeling of Dread 98% of the time.You get essentially double the value and it is an instant rather than a Sorcery. The only time I would rather have Lyev Decree would be if I were sure my opponent would have counter-mana available on their turn.
