First EDH Deck!

I received Mind Seize this Christmas and I've been playing the deck against the other 4 pre-cons it was released with. I found Jeleva, Nephalia's Scourge to be kind of weak, so I tried building a deck around Nekusar, the Mindrazer . I'm not sure which commander is better, but here's what I have so far:
Gifting Pain
The deck's obviously built on a budget and isn't meant to be too serious, but I'm willing to spend roughly $60 on it. The cards I'm missing from the build you see will cost me about $40.
