good uses for Proliferate in U/B edh

Perhaps this needs to be moved to Deck Help as it involves improving this deck: Psychic Incursion but more specifically, I'm hoping for some more general suggestions for Proliferate targets in blue/black edh. I have a Myojin of Night's Reach and a Thrummingbird / Inexorable Tide in order to give it more divinity counters but I'm wondering what else might make Proliferate worthwhile. My playgroup doesn't really use Infect.
