I want to make a deck tht features Mirror-Mad Phantasm as the main card. And that one thing that makes me win when I have no cards to draw? No. I don't like him. It takes too much luck.
I want to make a practical rogue deck based on Mirror Mad and this new set's ability to play from graveyards, i.e flashback and such.
So things like Skaab Ruinator and Visions of Beyond are definitely in in in, but what else?

Ugh I can't come up with any good combinations. I mean, I can start controlling the field up intil I start milling myself, but then there aren't enough good flashback cards, and Snapcaster Mage is just unreliable, especially cause it can get milled too.
I don't want to go 3 colors and use Unburial Rites...
I gotta figure out what to do.

The "one thing" you're thinking of is Laboratory Maniac .
Mirror-Mad Phantasm works great if you only put one of him in your deck. Then, copy him, and use the copied version's ability. When the clone shuffles into your library and you go to search for a card named Mirror-Mad Phantasm, there won't be one, and your entire library goes into the graveyard.
I would also recommend, even if you don't decide to go for a graveyard theme, Necrotic Ooze . That way, if Mirror-Mad Phantasm ends up in your graveyard, you can still use his ability.

I said I'm not using maniac. Takes too much luck to get that win con.
I know what I'm gonna work on now, and I don't think the Phantasm is gonna be in it.

Think Twice
Splinterfright ?? (along with Boneyard Wurm
Snapcaster Mage
Dissipate and other counters
Jace, Memory Adept
Unburial Rites ?
Grimoire of the Dead with a proliferate mechanic
I think it could certainly have some legs, but dark ascension may be the answers you need to make it viable.
