Help a total deckbuilding noob

Hey. I want to build an FNM-legal UW deck from my cards, can someone please do that for me and explain the steps of making a good deck? The local gaming store got closed, and there are only FNMs in a clubhouse, so that's why I need a new deck, my old one is full of M12 and older cards because I wasn't playing for a few months.

Thanks. Which ones can I use, though? I'm on a non-existent budget, but I can get about $70 or so for christmas.

I'll take a look through your cards, but check the symbol under the picture for which set it's from. Then use the site i posted to check the name to the symbol. The five sets I listed are legal at FNM

I recommend looking at http://gatherer.wizards.com/Pages/Default.aspx, go to advanced search, and look through there. Look up "Standard" format and colors or"blue" or"white", and that will show you everything you're allowed.
Since you're on a budget, I would recommend you base your deck on one or two rare creature cards (the symbol beside the card name will be gold) like Archon of the Triumvirate , or Herald of War and get no more than four of those combined. Try to find one with both colours.
Keep to the same subtype (the creatures will usually give benefits to like-creature subtypes). Try to keep mainly to commons, and some uncommons, it will drastically reduce costs.
Basic mana is probably all you'll want to get because it's cheap, but you can throw in some Transguild Promenade which are also pretty cheap.
Don't worry if you have to build yourself a completely new deck from scratch, I built myself a pretty decent red-white human deck for $14 complete with sideboard. It won't be the best, but since I doubt you'll be entering any Grand Prix with a $70 deck anyway, it will be fine.

Just to let you know FNM runs a standard format. Meaning only the recent sets are allowed to be used. The sets that are allowed are;
Return to Ravnica, Avacyn Restored, Dark Ascension, Innistrad, Magic 2013
Unless your LGS hosts modern, or commander nights. Lots of your cards arn't allowed in standard play. Check this site for the symbols associated with the names above,

Search the site for a U/W deck. I suggest using Angel of Serenity , Restoration Angel , and Detention Sphere if your not on a tight budget. Otherwise bring some rares to FNM and trade to get the ones you want
