Help with Blue/White Level

Anything to change? Not a pro and don't want to spend too much.

I noticed most cards are illegal, why?

The cards are illegal because you have marked the deck as a standard deck.

Where do you intend to bring your deck? if its only for casual gaming with friends you could just change it to a casual deck.

Standard Decks are Innistard Block, M13 (with M14 in a few weeks) and Return to Ravnica Block only. When Theros launches in the fall Innistrad will rotate out of Standard as will M13.

I can't really say, I want to improve my chances of winning. I am new to magic and not sure exactly what you are asking.
