Help with BUW Deck

Okay, so I have been wanting to make a blue black white deck for a long time now. I have messed around with the deck builder and found that most of the time I end up going to an artifact deck. I also have a limit on how much I am able to spend on one deck, which is no more than $200. I am not wanting it to be any particular format, just has to be Blue Black White and if it ends up being artifact, sweet, if not, not a big deal. One card that I would like to abuse is Isochron Scepter. I think it is an awesome card, especially combined with Silence, Mana Leak, and a kill card like Go for the Throat. Another card I like and would like to use is Mirrorworks. If you could help me build a semi budget deck that fits my wants, that would be amazing.

There are two decks that come to mind when I hear Esper artifacts: affinity and Thopterblade

The first uses cards like Signal Pest, Memnite, Ornithopter, Frogmite, and Thoughtcast to quickly build a board position. Tezzeret, Agent of Bolas is often used as a finisher. However, affinity decks rarely play non-artifact spells, so I don't know about meshing this frame with your plans for Isochron Scepter.

Thopterblade (which I assume goes by other names as well) uses the combo with Thopter Foundry and Sword of the Meek. You sacrifice Sword as part of the activation cost of Foundry. When the token comes in, Sword returns from the yard and attaches to it. You can then sac the Sword again and again until you have a formidable field. This is a more flexible deck in terms of being able to incorporate other strategies. Tezzeret can be used here as well.

Perhaps look into using Blinkmoth Urn? Also, Orim's Chant is a classic card for Scepter decks (although at $14 apiece, it isn't the most budget-friendly option).
