Help With Mono-Blue Commander

So the idea is to draw ALL THE CARDS and not let my opponents have any of them.

I'm looking for blue cards that will let me eliminate my maximum hand size, or tutor up my reliquary tower.

My deck so far is EDH?. I'm not looking to spend a whole lot of money, and I don't want a bunch of infinite combo's, I just want to have fun drawing all of my cards. haha.

Any ideas would be helpful! Thanks!

For no maximum hand size Library of Leng , Spellbook , Venser's Journal , and Graceful Adept .To help find Reliquary Tower , Expedition Map . That's about all I can think of, hope it helps.

Jin-Gitaxias, Core Augur increases your hand size.
Arcanis the Omnipotent draws you tons of cards.
Arcum Dagsson is good if you play artifacts.
Azami, Lady of Scrolls draws you cards.

Ignore the Jin-Gitaxias haha, typed wrongly. It's supposed to be draw cards!

If you really want to draw all the cards, Enter the Infinite . To find Reliquary Tower , Tolaria West is good too.
