Help with my u/b control deck

well here is my control deck its a good mix of discard and counter spells but the counter spells are very heavy in this deck and i was just wondering if i should take some out and add something else instead? It has also been built on a budget so any suggestions need to take that into account, i was thinking of possibly a jace or Jace, Memory Adept ? or a Liliana VessControl deck
