Help with U/G proliferate deck

I started building this last night, but shortly after, kinda got stuck. I don't really know exactly where to go with it, other than incorporating a general proliferate theme. I browsed a lot of counter-based creatures last night, but I am just having some trouble putting it all together. All I know for sure right now is that I want to run . Graft creatures interest me here, but if I use them, I need to make sure I strike the right balance, and include a good amount of creatures that can pose a combat threat also.

Another option is changing the deck to be centered more around card draw (and also including some proliferation, idk). There are some decent creatures that can build around that also (such as Lorescale), and card draw is one of my favorite things about blue. Ponder is the best card ever printed.

Any help here is greatly appreciated.

here is a deck i tossed together test subject thats based on and proliferating...

its able to get a 13/13 out on turn 4...

still working on the turn 3'
