Well, thanks, but I'm not playing Pauper (I'm glad I know what that is though, very cool format).
I'm trying to design a deck that's made mostly of commons and uncommons for FNM Standard play.

Are you including rare lands? If so, then RDW or Maze's End are probably your best bets, with a possibility of White Weenie if you're willing to not use Brimaz.
If you are allowing for rare lands, there are plenty of decks that can be made that don't use more than commons or uncommons.

I would try budget MBD. Gray Merchant of Asphodel is a common, and there are other good cards besides the expensive cards in "pro" MBD.
I have a "budget" MBD deck (Heroic Agent: Budget Black), but I am trading up to better cards, so it's not really budget.
Or for something more out of the box, build Charging Badger buff deck. I know I've seen one on Tappedout, but I can't remember what it was called...

If you want to have -any- hope of doing well at Standard FNM with no rares you must must MUST build your deck entirely around the meta of your playgroup.
I've done it before, I took second at FNM during zendikar block with commons, uncommons, and 3 copies of Beastmaster Ascension but it was because I knew what my meta was playing and that the deck could do well against it.
Trying to just arbitrarily pick a peasant-level deck to play isn't going to get you very far without that metagame knowledge.

Are you specifically trying to avoid rares and mythics, or are you simply trying to keep the deck cheap? There are plenty or rares any mythics that are cheaper than Magma Jet , Boros Charm , Burning-Tree Emissary , and even Bile Blight . A higher rarity does not always mean a higher price.
Most of my budget decks wind up in the $150 range, but that is relatively cheap for competitive standard play. Obviously expensive cards may be substituted for weaker ones to make the deck cheaper. My Maze's End deck could replace Kiora, the Crashing Wave with more Urban Evolution , for example. here are my "budget" decks:
Maze's End: TurboMaze
RDW: Rosso Corsa
Boros Burn: Burninate the Countryside

If it's 150 dollars it is not a budget deck for the majority use of the word 'budget'

Devonin: "Budget" really is a very subjective and ambiguous term. Me and most of my friends have no issues spending $150 on a playable deck for FNM - which is relatively cheap compared to the $450 "top-tier" decks. Of course there are people who's budget is $250, and those who's budget is $15. Mythril_Sage did not specify.

I'll include as many good nonbasic lands as I can in a deck if it serves the strategy. I'm focusing mainly on nonland cards for this idea raithe000. =)
Yeah I'm pretty stuck with the meta in my area Devonin, since it changes almost weekly. Many of the players around here like to try new things unless they're moulding their "perfect deck". (Usually that's the most expensive ones)
Mostly I'm not going specifically for something budget, but it's difficult to get Rares and Mythics where I live unless I want to buy them online. That's a little too time consuming when I'd want to have the deck ready in a week.
I'll use the Rares and Mythics that I have, but I don't want to have to hunt them down just so I can play and have a reasonable chance of winning a prize or promo card. I know I probably won't ever have an unbeatable deck, but being able to challenge people is why I enjoy playing. =)

Budget is hella subjective. Someone told me that they consider $200 a lot for an EDH deck - whereas I wouldn't think twice about spending $200 on 3 or 4 cards.

Everyone's different, but when a guy is talking about not wanting to use ANY rares, I feel like it's safe to say his idea of "budget" is more likely to be "under 50 dollars" then "150 is totally a budget deck"

Check out Zero to 60 in 5 turns (Pauper) it's all commons you could just add "water" no pun intended and make it W/R/U but as it sits the deck dominates a lot of standard decks. At $9 you could easily through a few $$ worth of uncommons at it and have a sweet deck.

Play Maze's End . Ideally, you'd have Supreme Verdict and Detention Sphere , but you can also play Turn / Burn , Far / Away , Last Breath , Bile Blight , Warleader's Helix , or Drown in Sorrow .

Burn decks don't use many rares. Decks built around Young Pyromancer , Nivix Cyclops , and even bloodrush decks can be tons of fun, good for the price, and without many rares. I think you should go the aggro route. Here's a deck I built for my new friend, and he actually went 4-0 with it at our FNM, which really surprised me: The Best $20 You'll Ever Spend. This deck uses no rares (though if you have the shock lands, throw them in here). The only rare is the Hammer of Purphoros for control match ups in the side.

Sure it can. The format you're thinking of is Pauper, where no rares or uncommons are allowed in a deck. Check out the site for some ideas
