Is this a working combo ? Devastation Tide + Think Twice

In other words, can I cast a sorcery, for example Devastation Tide , for it's miracle cost on my opponent's turn if I draw it with Think Twice ?

It's not a combo, but yes, that works. Miracle is an ability and an alternate cost that bypasses timing restrictions for sorceries. You can cast Devastation Tide for its miracle cost no matter whose turn you drew it on so long as its the first card you drew that turn.

Yes. If you draw a card with Miracle first, you can ignore the timing restrictions and cast it as you draw it, whenever it is.
If you couldn't, Miracle wouldn't work (as you can't normally cast Sorcery spells during your Draw step).

While we are here, could you tell what would happen if I draw my miracle with Izzet Charm if it's the only card that I have left in hand. Do I have to discard first or is the miracle triggering first ?

You can't cast cards while an ability is resolving. You'd have to discard it.

When you resolve an object on the stack, you resolve it completely before you can do anything else. If you draw your first card for the turn via Izzet Charm and that card is a miracle, then you may reveal it before you put it into your hand. The miracle ability thus triggers, but it won't go onto the stack until after Izzet Charm has finished resolving. However, by that time you will have discarded the miracle. Its triggered ability would do nothing.

If you had more than just Izzet Charm in your hand when you double-Looted, then you would have to reveal the Miracle as soon as you drew it before you discarded, and it would have to be the very first card you drew that turn.

Yes.
So long as the miracle card is the first card you draw that turn, you may cast it for it's miracle cost. This includes your opponents turn, if you find a way to draw during their turn.
Think Twice can certainly help you do this.
